The City of Whitehorse aims to be a leader in sustainable transportation. The City is increasingly planning compact, self-contained neighbourhoods that enable active transportation and public transit. Improvements to infrastructure and the transit network are making walking and cycling preferred modes of transportation.
The City of Whitehorse, with the assistance of Boulevard Transportation Group, developed a Transportation Demand Management (TDM) Plan. This plan identifies a suite of TDM initiatives and programs for the City and its citizens to implement together over the next 25 years.

The City’s objectives in completing a TDM Plan are:
- To increase transit ridership, walking, cycling, winter active commuting, and car-pooling;
- To reduce single occupancy vehicle trips throughout the city;
- To reduce greenhouse gas emissions in the transportation sector;
- To encourage sustainable transportation throughout the City of Whitehorse; and
- To reduce the demand for infrastructure associated with vehicle travel.
The City influences personal travel opportunities within Whitehorse in a variety of ways, such as through land use planning, infrastructure development, and public education.
In the past decade, several studies and plans have recommended or contributed to a coordinated TDM plan. They include the City –Wide Transportation Study (2004), the Urban Transportation Showcase (2004-2007), the Strategic Sustainability Plan (2008), the Official Community Plan (2010), and the Downtown Parking Management Plan (2011).
