Advisory Committees
Advisory committees provide recommendations to Council on specific issues. Committee members have a wide range of experience related to the committee’s topic.
The City of Whitehorse Housing and Land Development Advisory Committee (HLDAC) was formed on July 25, 2022, for a two-year term. The committee is comprised of eight voting members, a non-voting representative of Yukon Government, and designated administrative staff:

The non-voting members serve as the committee’s liaison with the council and provide secretarial and advisory support:
- City of Whitehorse: Mike Gau, Director of Development Services
- City of Whitehorse: Deanna McNaught, Executive Assistant for Legislative Services
The Municipal Council sets the committee’s mandate and the parameters of its operation. The committee’s mission is to offer recommendations to the Whitehorse City Council on policies that will deal with the city’s housing and land development issues. Bylaw 2023-23 contains the Committee’s guidelines.
The Committee convenes every month and presents their official recommendations and reports to the Council in a public meeting at the Council Chambers. You can find these documents under Committee documents and reports.

The City of Whitehorse is committed to developing and implementing a plan to improve inclusivity and diversity in Whitehorse. The committee will help identify and make recommendations on the following:
- Identify opportunities to increase inclusivity through City bylaws, policies and programs, including to make recommendations to Council on the use of gender neutral and non-discriminatory language;
- Advise Council on the implementation of the Coalition of Inclusive Municipalities toolkits and resources;
- On select topics, hear and respond to delegations of representatives from community and cultural groups, Non-governmental organizations (NGO’s) and individuals;
- Provide recommendations on how to improve engagement with community stakeholders; and
- Examine other inclusivity issues that Council may refer to the Committee for consideration.
