The City of Whitehorse is rewriting its Zoning Bylaw to make it clearer and easier to use, streamline regulations, align with current policy documents (including the new Official Community Plan), and better reflect community needs to support growth and development.
As part of the process, and recognizing the pressing need to enable a wider range of opportunities for residential development, the City is advancing an immediate round of housing-related amendments to the Zoning Bylaw.
The proposed housing-related amendments include allowing up to four units in all urban ‘single detached’ zones, allowing suites in duplex, triplex, and townhouse housing, relaxing setback and parking regulations where additional units are provided, as well as enabling more units in multiple housing.

A public hearing will be held on March 25, 2024, at 5:30 pm in Council Chambers at City Hall.
Written submissions can be sent by email to [email protected] up until noon on the day of the public hearing. Anyone can appear to speak in person at the public hearing.
